Niue is a small, self-governing Pacific island country in free association with New Zealand.

Niue’s population is falling as increasingly Niueans are moving to New Zealand for employment and education opportunities. As a result, the country is facing growing development challenges including isolation, limited natural resources and transport, poor communications and a lack of skilled labour.

Australia’s aid to Niue supports priorities identified in the Joint Commitment for Development between New Zealand and Niue (external website).

In 2013–14, Australia will contribute a total of $6.1 million in aid to Niue. Approximately $2.2 million will be spent on education and improvements in waste management. The remaining funds will support regional and other programs, including support for regional organisations such as the University of the South Pacific, Australia Awards scholarships and climate change adaptation activities.

Recent results

  • Preliminary architectural designs for a new primary school have been developed to help Niue meet its teaching and curriculum requirements. This will improve accessibility to information and communications technology, as well as reduce the school population’s susceptibility to natural disasters.

Commitments 2012–13

  • Australia has allocated approximately $4.07 million over 2011–12 and 2012–13 to complete the architectural designs and construct a new primary school and early childhood education centre in Niue. Australia will delegate oversight of the construction to New Zealand.

Sustainable economic development

Recent results

  • $7.5 million in contributions have been made to the Niue International Trust Fund since 2004.
  • Australia has contributed $500,000 to the Pacific Adaptation to Climate Change Program, which is being implemented by the United Nations Development Programme and the Secretariat of the Pacific Regional Environment Programme.

Commitments 2012–13

  • Australia will not make a contribution to the Trust Fund this financial year, as funds will be redirected towards redeveloping Niue’s primary school infrastructure.
  • Australia will commence logistics work for the installation of a new tide gauge in 2013, which will provide Niue with accurate data on changes in sea levels and enable the development of accurate tide calendars.

Effective governance

Recent results

  • The placement of an adviser under the Pacific Technical Assistance Mechanism improved the Niue Government’s delivery of essential utility functions.
  • Staff from the Public Works Department have been mentored on how to repair household leaks. 
  • Technical advice has been provided on developing standards and guidelines for implementation of the Water Resources Bill and Regulations.
  • New water reservoir tank bases have been constructed and tanks have been connected.

Commitments 2012–13

  • A Water Supply Adviser, working with the Water Division of the Public Works Department, will continue to assist Niue in effectively managing its water supply until December 2012.

Research overview

Research funded by AusAID’s Niue country program targets the country’s specific development challenges. Research is also carried out on a regional level. Some of the highlights are listed below.

Niue Peer Review Report (2011)

At the invitation of the Government of Niue, a peer review of Niue’s national development planning, budgeting, public financial and aid management systems and processes was carried out. This report looks at how Niue, with the support of development partners, uses its own money and aid financing to ensure a better life for its people.

The peer review team looked at how the Government and people of Niue form their national development priorities, consider strategies to implement plans, turn these into budgets, and monitor and report on results. Just as importantly, the team also examined how development partners work together and individually to support these national priorities and processes.

Tracking Development and Governance in the Pacific (2009)

The Pacific region is seriously off track to achieve the Millennium Development Goals (MDGs) by 2015. Despite large investments in service delivery, public spending by Pacific governments is generally not leading to better development outcomes.

Development partners bring significant resources for investment in growth and services in the region. While there have been positive changes in the way development partners and governments work together, the report shows resources are not sufficiently coordinated.

There is a compelling case for change—for a combined effort by Pacific island countries and development partners to improve governance and development coordination. Together, Pacific island countries and their development partners can turn ambition into reality and make faster progress towards the MDGs.

The report is the second in a series of annual reports that track development and governance in the Pacific and analyse related key policy issues. It monitors progress towards the MDGs in the region and assesses the performance of countries and development partners in supporting their achievement.
